They are white, almost cottony in appearance, with yellow underside and black head. They rest? curled up on the undersides of leaves. They also curl up if touched. I have hundreds on one tree and they are doing a lot of damage.

Not caterpillars, but larvae of a wasp in the family Tenthredinidae known as the dogwood sawfly (Macremphytus tarsatus) - see http://tinyurl.com/n3l49v
