This is a soldier beetle (Coleoptera: Cantharidae) known as the Pennsylvania leather-wing - Chauliognathus pennsylvanicus; see http://davesgarden.com/guides/bf/go/72/ - they basically are beneficial to neutral from a human perspective - see http://tinyurl.com/ls39k2
