I'm in South Louisiana and find these little things outside on my porch. I think it's a spider and I know they bite. I've been bitten by a few of these. They crawl on the railing and furniture outside. It looks like little eggs on the body but I'm not sure what it is. It's the best picture I could get.

I cannot be certain from this image, but it may be a larva of a lacewing (Neuroptera: Chrysopidae) called a trashbug because of its habit of attaching bits of debris (including the remains of its meals) to its body - see http://tinyurl.com/lqop4n for an example. These will 'bite,' but are harmless to humans; they are general predators on other small arthropods.
