Fluorescent blue insect

Oh, I wish, I wish I had a picture but I am sorry I don't. I was just wondering if anyone has ever heard of or seen an insect that is flourescent, bright almost glowing blue. I was living in Atlanta, GA when I saw this insect. He was about 1/2 inch long and looked like a cross between an ant and a katydid. I came across him crawling on the side walk by my old apartment (which was surrounded by a wooded area) He did not fly, he crawled away (very quickly). I have never seen anything like him, he was very bright, neon even! Any info would help. I know I should have a picture, sorry. Thank you.
