Sorry about the poor quality. Size and shape of aphid but flat body,no legs ,head or eyes that can be seen w/ naked eye,white,only moves when prodded and very slowly. I've tried sharp blast of water,Safer Soap and most effective if re-applied every 6 weeks, a systemic.....but what thew heck are they? I've been fighting them for years and they never seem to do any noticable damage.I'm sure long term,un-attended they would. Only on my potted semps but not on ones in the rock garden.

You really should try to get an image (no matter how small) with the object(s) in question in sharper focus.
sounds like mealybug to me.
