White Oak appears to be dying

I have a white oak planted almost 40 years ago that has many branches that are dead (did not leaf out this spring). The tree has been very healthy until recently. It's probably 50 or 60 feet tall, and gets plenty of sun, and moisture. I have noticed what might appear to be some kind of fungus just above the soil line about an inch or two all around the base of the tree. There is also a rhododendron shrub close by which is also dying. Leaves are drooping and beginning to fall off. We have had plenty of rain here this spring and early summer and the temperature has not been too hot yet. Any one have any ideas?

You might want to take a look at my post above (....the thing from Outer Space). Does your fungus look like that? Probably need a certified arborist to come out and take a look.
