Please help me identify these little bugs!
They are on my purple datura, and on one hibiscus! What do I spray on them, to keep them from spreading?

Those appear to be mealybugs. You can give them a soaking with insecticidal soap, or if you don't have too many of them, use a q-tip dipped in rubbing alcohol and swab them off. Either way will kill them as they are soft bodied.
mealybugs. you can spray with a liquid soap and water or alcohol and water. you'll have to really wet them down and then be vigilant. you've got a pretty good infestation going there.
