This wasp appears to be in the family Scoliidae (hairy flower wasps) - see
http://tinyurl.com/ly9cqx for an example. Their larvae are ectoparasitic on the soil-dwelling grubs of scarab beetles.

but i checked and it doesn't have hair
If you look closely, you will see that your wasp is quite hairy; however, the hairs are appressed to the body, perhaps by having been moistened. I still have my money on it being a scoliid.
