Not a bee, but a fly in the family Syrphidae (hover flies/flower flies); it looks like Milesia virginiensis, known as the Virginia flower fly or yellowjacket hover fly - it is a yellowjacket mimic. See http://tinyurl.com/m9cdhs and http://tinyurl.com/ntldye
