Insect ID please
This is a robber fly (Diptera: Asilidae), this is quite a large family whose species vary widely in size and appearance - see http://tinyurl.com/l8x3ho for some examples. They all are general predators on other arthropods, usually darting out from their perch to nab something that has come close enough for them to ambush. Although not venomous or dangerous in any way, a large one likely could give a painful stab with its beak if handled carelessly.
