CLOSED: Need a Wasp ID

I took a series of shots of this wasp here in Cincinnati,OH.
The series includes mating shots.
Solid black body, metallic blue wings and orange legs on the female.
The male about 2/3 her size.... same basic coloration.
Here's the female.
