There are dozens and dozens around our house in Oregon. Ugh!! I believe this photo is of a juvenile, they get much bigger...

good looking spider! i'd take dozens of them. the more spiders, the less bad bugs!
I think that is an argiope, common garden spider. They are not harmful and eat tons of bugs.
This spider more likely is in the genus Araneus, such as the cross orbweaver, Araneus diadematus - see http://tinyurl.com/m5jnh3 for an example. Please bear in mind that many species in this genus, as well as some in the genus Neoscona, can be quite variable in color pattern (and often resemble one another), and identification based on a single image can be problematic.
