Sitting pretty on the bloom!
CLOSED: What is this bug?
This appears to be an an assassin bug (Hemiptera/Heteroptera: Reduviidae) in the genus Zelus - see http://tinyurl.com/mxcl6c for an example. They are general predators on other small arthropods.

Lucky guess / google for me. Definately a strange process for egg laying (video). Glad we were watching a tree as the subject instead of a caterpillar.
