This has hit one of three trees. Desperate to get rid of it before it spreads. It seems to be small gray insects.The next photo shows what happens after they get settled.

Your photo seems to show "Curl Leaf" caused by aphids. If this is the case you need to treat your tree immediately or they will spread to the others. There are good systemic insecticides that will control them but if you are not very keen on that method then you may be able to control them by spraying with soapy water and keep at them until they are controlled. Then in the next dormant season spray your trees with "White Oil" which will smother any pest eggs and reduce the likely hood of infection. If you have access to a local Dept of Ag they could probably help you with more specific ID of the pest and methods of control.
