This bug is only all over my cornflowers not my lillies or lyatris which are in the same garden.

These are aphids, a.k.a. 'plant lice.' They sometimes can be dislodged (or even killed) by directing a strong stream of water. If that is insufficient, try an insecticidal soap - see http://tinyurl.com/mest2z for an example.

I thought that that was what they were, but wouldn't they be on other plants?
