CLOSED: beetle eating holes in all my plants
The image is too fuzzy for a positive i.d.; it most likely is a small scarab beetle, but it also could be a leaf beetle (family Chrysomelidae). Some members of both families can be generalists, feeding on a wide variety of plants, but leaf beetles are more likely to be specialists. BTW, there is a beetle that feeds preferentially on cedar, but it looks nothing like your specimen - see http://tinyurl.com/nr8mhw for an image.
