Holes in perennial leaves

Is there an easy way to treat this, or do you have to spray in April before
the problem occurs? It seems just about every plant in my garden has them.

It is virtually impossible to give meaningful control advice if you do not know the identity of the culprit(s). If you cannot find anything actually feeding on the plants, could you post some images of the damage?

Suunto, here are a few sorry Rudbeckia leaves in the attached photo. I guess I didn't also
mention the black spot!! I have more photos if needed, however, the program seems not to allow them

The holes in the foreground appear unusual for most chewing insects as they are away from any margin/edge of the leaves. They simply may be areas where necrotic tissue resulting from a bacterial/fungal infection (the 'black spots') sloughed off. The ragged damage visible on a leaf nearer the ground could have been caused by just about any chewing insect, or even a slug.

suunto....thank you so much. Let's say it's both a fungus and a slug. How would you treat them at this time?
I've noticed some small, dusty, grayish brown spidery types of insects around. I'm new at treating diseased plants,
as I've seemed to just ignore them (not good), but do you treat let's say 3 different problems at one time? Thanks.

I suggest that you contact your county office of Rutgers University's Cooperative Extension service - see http://tinyurl.com/bze9o6 for contact information. There are a variety of slug baits and fungicides available for homeowner use, and your county agent may know what is best for your area.
