This is a bee fly (Diptera: Bombyliidae); likely the tiger bee fly, Xenox tigrinus - see http://tinyurl.com/l58sr5
Their larvae are parasitic/predatory on the larvae of insects that are in burrows/holes in soil; mostly solitary bees/wasps, but also including a few beetles as well - see http://tinyurl.com/q8kozg for detailed information.
