I found this insect around my miniature rose bush. They were crawling up the stem and in and around the surrounding soil. It iseems like a cross between a gnat and a flying ant as it has wings! Can any one ID this bug?

I sprayed Neem Oil and it didnt' seem to help as much as the Bayer Advance Spray. Thank You. Snug, :o)
