This is what it looks like from top to bottom. It has several stems that seem to sprout from a spot just at soil level and the roots are hard to pull. At first, I thought it was some sort of chamomile, but I don't think so now.

Could it be fennel? Does it smell like licorice? carri

Maybe. It does have a rather strong scent, sort of like licorice, I guess.
