Does anyone know what these small black bugs are. There are quite a few on my night blooming jasmine today, I have not seen them before. Just want to know if they are friend or foe.

These could be nymphs of stink bugs (Hemiptera/Heteroptera: Pentatomidae), but a clearer image would be helpful.
These appear to be very young stink bug nymphs. This family includes both plant-feeding pests and beneficial predators; at their small size, I would hesitate to attempt a more specific identification.
