Sorry I couldn't get a closer shot; my camera is pretty basic. I've seen these on my monarda & my hollyhock leaves, along with lots of munched off edges and holes. What is this bug and is it eating the leaves?

I don't think you can blame holes or munched leaf edges on these leafhoppers, but they do cause damage by sucking plant juice out of the leaves. They can also transmit plant diseases, like "aster yellows".
Yours might be this Graphocephala, but there are a few very similar ones I can't tell apart. Maybe someone else will know which.

That certainly does look like it . . . even if it's not exactly that one at least I have a general idea, thank you! Now to figure out what actually IS munching the edges of the leaves . . .
