This is a larva of a white-marked tussock moth (Orgyia leucostigma; Lepidoptera: Lymantriidae) - see http://tinyurl.com/mzzcam for an image.

is it a bad or good larva/moth ?

Basically bad - they will feed on the foliage of a wide variety of trees, including conifers as well as deciduous species. When they occur in large numbers, they can be serious pests. Also, contact with their body hairs can cause skin irritation. See http://tinyurl.com/ngetum for more detailed information.
