I thought this was a cicada at first, but it has orange wings. It also seemed at home under water.

Not sure, but Noctua pronuba is a good possibility, it's very common around here:

This is a moth in the family Noctuidae, belonging to a group known collectively as underwings. Most of these are in the genus Catocala, but i suspect that this is one of the so-called lesser underwings in the genus Noctua - see http://tinyurl.com/mhakmv for an example. These definitely are not aquatic!
