CLOSED: Please identify this insect and tell me how to kill them

This insect is a snow white moth about half the size of my pinkie fingernail. It seems to prefer my azaleas, but is also on many other plants. Although we have every other bug in the world here in south Mississippi, this is one I've never seen before.

It can be found on the hardwood stems, several in a group, all within a patch of snow white debris looking stuff. They can be washed away quite easily with a water hose, but come back soon. (They are NOT mealy bugs or white flies.) They are much larger than white flies.

They do not die when sprayed with Bayer Multi Insect Killer, which seems to work for me on most pests here.

I'm not sure what, if any, damage they are doing to my plants.

Anyone have any information or ideas on this one? They are very difficult to photograph because they fly immediately if you disturb them at all.
