I recently planted a raywood ash because my neighbor had such great success with hers. Now her tree looks like it has aphids on it, is this a problem with this tree?

That search brought up one of the first couple of referenced pages from UC Cooperative Extension, Volunteer Program, Kings/Tulare Counties (a county sharing a common boundary with my own county, Fresno) Newsletter of July, 2004 ( http://ucce.ucdavis.edu/files/datastore/268-94.pdf ).
The following quote from the above url/page may suggest that there could be a problem with aphids and Raywood Ash trees. I didn't peruse any more listings, but there are 10+ pages in my search of 10 results per page. Surely there is information there which might help you out. Good luck!
