Can you safely move lilies when they are blooming

I would answer yes, if you dig a wide enough hole to ensure the bulb is intact. Many times the stem shoot is not centered with the bulb planting. Although I would say it was not optimal timing, but it can safely be done. When relocating also be sure to water the bulb in very well so that the roots are in contact with the new soil.

That said, if at all you can wait until fall, I would do that instead. It would be a whole lot less stress on the bulb.

Yes, but as Mags said, dig carefully. If you can keep as much soil as possible around the roots and bulb they may not even miss a beat

If by "safely" you mean keeping the plant alive, then there is definitely no problem transplanting during bloom. Expect the actual flowers on the stems to die quickly. I would remove all flowers and buds, when transplanting. Cut the top of the stem and take it in for enjoyment inside the house. Next year, you will probably have the same size plant as this year. If you wait until fall, next year your plant will be larger than this season.
