Black aphids with wings?

These things are all over my Mock orange bush. They look like aphids but they're rolling the leaves up and then the leaves turn black. Are they aphids?

I have black aphids on my sunflowers. They don't look like your bugs; yours look bigger and have a different body shape. Hope someone rings in with the answer. Did I mention that I HATE aphids?!
