Are my browing leaves and lack of blooms due to all the rain we've had?

I have 3 from last year, they get leaves but no flowers, this year 2 of them have branched but no sign of flowers. I've been trying to do the 101 method, fertilizing 2 x a month, does the rain wash it away? How can I keep them in full sun without them getting rained on? How do you Florida Folks do it?
