Not all produce underground runners. Nor are all drought resistant. One cultivar that doesn't fit that is Asclepias incarnata. I have it and it produces fiberious (sp?) roots. It is one plant that does well around a pond, etc. because it likes it moist. Regular watering if grown in a border. Mine suffered from the extreme heat we had this year.
