Beginner Gardening: How to add soil on incline "hill" to plant Lantana, 1 by springdaleia

Black edging is generally only 4" deep or 5" of I could find it...I'd need to use stakes to hold the edging in place and also replace the landscaping rock on the outer side of it.

Is there another way or product I could use to hold enough soil on this incline which would be ok to grow the Lantana?
