This does a really good job! You do not need special grow lights for seedlings.

I, myself, have only a 3' shelf light set up. Cost me 3x more than a 4' one.....

Here's a picture. This is in my BR by a bright window....I do not grow a large amount of seeds.
In the off-season--I still use the lights to grow cuttings of Coleus....
Why not? Might as well use it for some good purpose.....
