I'm guessing from the way the plant was tossed out, it was never cared for. I imagine that is why it didn't bloom for them. It looks horrible.
I'm SO glad I found it. This is one of the mature seedlings that I'd lost when the Township sprayed my garden. Here is a photo of it. It looks 100% better in the picture then it does in real life.
