I think in VA, you can start these seeds outside in the Spring. Mind you--the first year it will just grow one tall stem. Next year, it will get a bit fuller and the third year, you cam plant it in it's permanent spot. Then--the following Summer, it will bloom.
Give it plenty of room. Mine grows about 6' tall and 4' wide--and that is ONE plant!
I am pretty sure you can winter-sow them also, as they just might sprout from seed if any drop in the beds.
