The white sap from plumeria is very sticky and hard to remove from tools. Alcohol may not be able to travel into the sticky sap on the tools (knife) so the virus may still survive. I used to use alcohol too but I finally decide to boil all my tools to make sure that all viruses are completely killed.

Dete, Splash can be found on the leaf petioles. In fact it can be found on young shoots as well. Virus infected Coral Cream plumeria commonly shows these symptoms.

Specking about white flowers, I have never seen CB on the (True) white flowers such Singapore White. But they may already be infected with virus. Some white cultivars that have hidden red pigments inside should have CB on their flowers. Some yellow/white cultivars such as virus infected Ammaron Culry White plumeria shows no CB on flowers but on leaves. In my opinion, ACW may not have red pigments in flowers therefore there is no CB appear on this particular area.
