Coneflower seeds i collect once the entire head has blackened and dried out. Echinancea will germinate better if they have a couple months below freezing. I let them dry out and put them in plastics bags and then they are stored in my unheated garage. Rudbeckia don't benefit as much, any of those could be started early inside or outside later. Echinacea will not flower the first year so starting them early is not really a benefit. Rudbeckia(Black Eyed Susans) will flower earlier from starting them earlier.
