A European Friend referred to February as "the dieing time" for brug cuttings. Here it seems to be march :( Such a lovely batch of Rothkirch cuttings too! Raid flying insect spray in the blue can as a very light mist has been an effective control for aphids, mites, and gnats (but not the larva) here. A water meter is really cheap too, if you wonder that you might be over or under-watering. Good luck!
