Its hard to tell from the picture if your tree has been grafted or not. If it is a semi dwarf tree, it has to have been grafted. It is the rootstock that makes is a semi dwarf or dwarf tree. There is nothing wrong with a small tree like that, just remember is has a very small root system. When I ship out bareroot trees, they look something like the one in the picture.
