Beginner Gardening: Hamlin orange leaf problems, 0 by violets22

I have a young Hamlin orange tree. Lately, its new leaves have been curling. When I open the leaves, there is white fuzzy stuff inside and a curving line with a thinner brown line in the middle (see pics). I can scrape the stuff off. There is usually a tiny worm at the base of the leaf and sometimes there are aphids as well.

What type of insect and/or disease might be affecting the tree? How can I stop it? Thanks for any suggestions!
