Beginner Gardening: "nodding" flowers..., 0 by Chezca

I first noticed this with my rose bush, the buds/flowers look like they are wilting but it's not hot nor do they need water. Then my shasta daisies started "nodding", but just where the flowers/buds are... Does anybody know why this happens? Weather's great- it's not hot, maybe around 68 degrees and the sun's not beating down on them. They were not over or under watered at all... Is this some sort of disease? The rose and daisies are right next to each other as you can see by the pic... Thanks for any input
