Beginner Gardening: Using weed cover, 0 by momaphet

I planted mostly with perennials, some annuals, dahlias and a couple of tomato plants (it gets a lot of sun). At this point there is still a lot of space between plants which the weeds just love. If I put down weed cover with a mulch on top of that, will that keep the perennials from spreading out and would I just leave bare patches where I put in annual seeds like marigolds?
