Beginner Gardening: Help with Lily fo the Valley, 0 by XGAPEACH

They look to have a great root system, but some have sprouts of 3-4 inches and are pale...very white. Some actually have extensions with what looks like Pea hulls which I guess are the flowers waiting to bloom.
My question: it says to plant them 2 inches...do I plant the roots but keep the neck up? out of the soil?
