Insect and Spider Identification: CLOSED: question about dragonfly, 1 by jasminz

This dragonfly was clinging onto my balcony railing and just stayed there, periodically twitching it's head. I am wondering, what is the black stuff on where I circled? I don't know if it's normal but I noticed after taking a picture and was wondering if maybe it was sick? Thanks :)
