As the name suggests, it's from Mexico, as most of the Ceratozamias are (15 or more other species). They are relatively slow growing and expensive plants, used for specimens in landscaping, often around pools or in shadier areas of the yard. Though they don't grow that tall, they do have a spread of up to 10', so space them apart if growing several near each other. Though it's a toxic plant, actually incidence of eating this plant by pets is extremely rare.
