What you need to do Is plant this and when It starts putting out new shoots, simply dig one of those shoots up and give to a family member or friend and let them enjoy the beauty and privacy that this plant can give. Bohemian Knotweed will grow anywhere where the temperature is above freezing, and the plant is not fully submerged underwater. It will grow in any soil, and will spread via rhizomes up to 40' away from the parent plant.
There isn't a more aggressive, or invasive plant on earth.
Thus being said, there isn't a faster growing privacy screen than Bohemian Knotweed. Dig a trench, and fill it with concrete...trust me, it won't be able to punch through it.
