Bigleaf Hydrangea, French Hydrangea 'Mini Penny'

I have had this plant for 5 years, and it has not bloomed since the first summer when I planted it. The blooms that year were blue, huge...Read More and beautiful. I had it planted in shade, as instructed, then after 3 years moved it to part shade, but still no luck. The bush itself looks good, but no flowers. I have fertilized it every year, but I skipped this year in case that was a problem.
