Here in UK, at the moment in December, it is a frost free month and foliage is still bushy, however no flowers exist at the moment, but if the plant makes it through winter then it will flower next summer.
My experience is they are best suited to Mediterranean type climates, but in my oceanic climate it does very well, capable of surviving temperatures down to -6C
