The milk was only present when a leaf or stem was broken open. Getting the milk on your skin just required washing off immediately by our parents. Ingestion in any way was a more serious problem. As we were frequently reminded of this by our parents, no one ever ingested the milk so I have no knowledge of what you must do next. We and many neighborhood children played constantly around and through the oleanders except when large numbers of bees were present. I'm sure you can get a better verified source of oleander facts.
