I have found Bombshell to stay erect and not flop. I have sandy soil that dries out very quickly. The soil is amended with compost and mulched but not irrigated. I water when dry. Maybe this keeps it from flopping? I like that it stays small and compact. It does bloom earlier than other paniculatas. Blooms from early to mid July into Fall in my area of zone 5.

Because of it's short height, most of the plant then ends up lying on the ground. Attempts to support the stems usually result in broken stems. Cutting the plant back severely in the fall only results in fewer blooms the following spring.
