It is currently covered with white flower buds, I am looking forward to the show it is going to put on. It is listed at the Northwest Fuchsia Society as a winter hardy, and as being one of the hardier ones. Which means it may not need any protection in some areas if planted according to their illustrated instructions. The details here don't mention that fuchsias are very attractive to hummingbirds.
